Consent ledger

A record of when and how each contact gave permission to be messaged, for which purpose, and whether that permission has since been withdrawn.

WhatsApp requires opt-in before marketing messages, and data protection law increasingly requires you to be able to demonstrate it. A ledger stores the source, timestamp and purpose of each consent event rather than a single boolean flag.

Purpose-scoping is the part most systems get wrong. Someone who consented to order updates has not consented to promotional broadcasts, and a ledger that cannot express that difference cannot support a defensible segment.

Opt-in
The recorded permission a customer gives before a business sends them WhatsApp template messages. Meta requires that you collect it, make clear which business is messaging, and honour opt-outs.
Opt-out
A customer's withdrawal of permission to be messaged. Honouring it promptly is both a WhatsApp policy requirement and the most direct way to protect a number's quality rating.
DPDP Act
India's Digital Personal Data Protection Act, which governs how businesses collect, process and store the personal data of people in India, including messaging contact data.
