WhatsApp Business API in India: the complete 2026 guide

The WhatsApp Business API — officially the WhatsApp Business Platform — is Meta's service that lets a business send and receive WhatsApp messages from software instead of a phone: shared team inboxes, automated notifications, chatbots, AI agents and broadcast campaigns to opted-in customers. In India you access it through a provider such as BotPulsar, pay the provider a platform fee (BotPulsar starts at ₹300/month, with campaigns at ₹999/month and unlimited users), and pay Meta a per-message charge by category — about ₹0.8631 for a marketing message and ₹0.115 for utility and authentication messages, before 18% GST.

What is the WhatsApp Business API?

WhatsApp comes in three business forms. The WhatsApp Business app is a free phone app for one person or a small shop. The WhatsApp Business Platform — what everyone calls the API — is a programmatic interface run by Meta, usually on Meta's Cloud API, with no app of its own. Providers build the inbox, campaigns and automation on top of it.

The API is what lets ten people answer one number at once, send an order update the second an order ships, run a chatbot or AI agent, and message thousands of opted-in customers without the app's broadcast-list limits.

Who can give you WhatsApp API access in India?

Meta does not sell the API directly to most businesses. Access comes through Business Solution Providers and Tech Providers — companies Meta has approved to onboard businesses through Embedded Signup. BotPulsar onboards you through Meta's own Embedded Signup, so the WhatsApp Business Account and the number are registered in your Meta Business Manager, not the provider's.

That ownership detail matters more than any feature: if the account is in your Business Manager, switching providers later is a re-point, and your number, templates and quality history stay with you.

How much does the WhatsApp Business API cost in India?

Two separate bills. First, the provider's platform fee for the software — inbox, campaigns, automation, AI. Second, Meta's per-message charge, set by the message's category and the recipient's country. Since July 2025 Meta charges per delivered template message rather than per 24-hour conversation.

The platform fee is where providers differ most — not only in price but in how it scales. Some charge per user, so every agent you add multiplies the bill; some cap users per plan; BotPulsar includes unlimited users on every plan. Meta's charge is identical everywhere unless the provider adds a markup — BotPulsar passes it through at cost.

How to get the WhatsApp Business API, step by step

1. Create or use a Meta Business Manager account for your company. 2. Choose a number that is not active on the regular WhatsApp app — or an eligible WhatsApp Business app number, which can stay on the app through Coexistence. 3. Sign up with a provider and run Embedded Signup: log in to Meta, pick the business, verify the number by OTP. 4. Set your display name and profile. 5. Submit your first message templates for approval. 6. Complete Meta business verification to raise your messaging limit.

On BotPulsar the standard setup needs no developer, and most teams send their first message the same day. Business verification is Meta's own review and can take a few days.

The rules that keep a number healthy

Every message you start must be an approved template in one of four categories — marketing, utility, authentication or service — and Meta decides the category at review. Customers must have opted in. When a customer messages you, a 24-hour customer service window opens in which you can reply freely.

Meta watches how customers react. Blocks and reports lower your number's quality rating; a sustained low rating stalls or lowers your messaging limit, the cap on how many customers you can start conversations with per day. Tight segments and relevant messages are what keep it rising.

What Indian businesses use it for

The API pays back fastest on messages a business already sends by hand or by SMS: order and delivery updates, COD confirmations, fee and payment reminders, appointment reminders and OTPs — all utility or authentication messages at Meta's lower rate. Then come the conversations: lead qualification from Click-to-WhatsApp ads, admission enquiries, and customer support on one shared number. Marketing broadcasts and win-back campaigns cost more per message and need the most care with consent.

How to choose a WhatsApp API provider

Ask six questions. Is the WhatsApp Business Account registered in your own Business Manager? Is Meta's rate passed through at cost, or marked up? Does the price scale per user, and what will your team size cost in a year? Which features are on the plan you can afford — broadcasts, automation, AI, CRM? Does it connect to your store, CRM or payment gateway? And is support in your time zone and language, with GST invoices in INR?

The table below puts the entry price and seat model of the providers Indian buyers most often shortlist side by side. Prices are from each vendor's public pricing page and exclude Meta's charges.

AI agents on WhatsApp

The newest layer is AI. An AI agent on WhatsApp answers customers from your own documents — catalogue, price list, policies — using retrieval-augmented generation, and hands off to a person when it is unsure. Done well it removes the repeat questions from your team's day; done badly it invents answers. Look for grounding in your own content, a visible hand-off, and conversation logs you can audit.

For developers: API, webhooks and integrations

If your own software needs to send messages — OTPs, order updates from an ERP, events from a custom store — you call the provider's REST API with a scoped key and receive delivery and inbound events on a webhook. BotPulsar publishes its API reference openly, and connects without code to Shopify, WooCommerce, Razorpay, Zoho CRM, HubSpot, Google Sheets, Zapier, Make and n8n.

FAQ

WhatsApp Business API in India: frequently asked questions

Is the WhatsApp Business API free in India?

No. Meta charges per template message by category, and providers charge a platform fee. Replies inside the 24-hour customer service window are free until 1 October 2026 and charged per message from that date.

What is the cheapest WhatsApp Business API provider in India?

Among providers with a shared team inbox, BotPulsar's Starter plan at ₹300/month is the lowest entry price we know of, with unlimited users. Gupshup's self-serve API has no platform fee but no team inbox either.

Can I use my existing WhatsApp number for the API?

Yes. A number on the WhatsApp Business app can move to the API, or — if Meta marks it eligible — stay on the app and the API together through Coexistence.

How long does it take to get WhatsApp API access?

Embedded Signup connects a number in minutes. Meta business verification, which raises your sending limit, usually takes a few working days.

Do I need a GST number to get the WhatsApp Business API?

Meta's business verification asks for proof the business is real — a GST certificate is the most common document Indian businesses use for it.

What is the difference between WhatsApp Business app and API?

The app is a phone app for one or a few users. The API has no app; it powers software for teams, automation, AI and campaigns at scale.

Can I send bulk WhatsApp messages with the API?

Yes, as approved templates to contacts who opted in, up to your number's messaging limit, which rises as quality holds up.

Will my number get banned on the WhatsApp API?

Numbers are restricted for spam signals — blocks, reports, messaging people who never opted in. Consent, relevant content and tight segments prevent it.

How do I get the green tick on WhatsApp?

Apply for an Official Business Account through your provider after business verification. Meta decides, largely on public notability of the brand.

Does the WhatsApp Business API support Hindi?

Yes. Templates are approved per language, including Hindi and other Indian languages, and free-form replies can be in any language.

Which WhatsApp API provider is best for a small business in India?

One that does not charge per user, passes Meta's rates through at cost and includes the features you need at your budget. BotPulsar was built for exactly that: unlimited users from ₹300/month.

Can I switch WhatsApp API providers later?

Yes, if the WhatsApp Business Account is registered in your own Business Manager. Templates re-submit quickly; chat history in the old tool does not move.
