WhatsApp message templates: categories, approval and common rejection reasons
Every WhatsApp template is submitted under one of three categories — utility, marketing or authentication — and Meta reviews the wording against that category before approving it. Most rejections come from a mismatch between the declared category and the actual content, or from promotional language inside a utility template.
The three template categories
Utility templates cover transactional updates tied to a specific transaction — an order confirmation, a delivery update, an appointment reminder. Marketing templates cover promotions, offers and re-engagement. Authentication templates carry only a one-time passcode and nothing else.
The category is declared at submission and reviewed against the template body — Meta checks whether the wording actually matches the category claimed, not just the category label.
What review actually checks
Beyond category match, review looks at formatting (no misuse of variables), whether the content is likely to be reported, and whether it complies with WhatsApp's commerce and business messaging policies for the vertical.
Common rejection reasons
