Messaging limit (tier)
The cap on how many unique customers your WhatsApp number may start conversations with in a rolling 24 hours. Numbers move up tiers — 1,000, 10,000, 100,000, then unlimited — as volume and quality rating hold up.

A new WhatsApp number cannot broadcast to an unlimited list on day one. Meta starts it at a tier — commonly 1,000 unique customers in a rolling 24 hours — and raises it to 10,000, then 100,000, then unlimited, as the number demonstrates sustained volume while holding an acceptable quality rating.
This is the constraint most often discovered too late, usually the night before a festive campaign. Reaching a large list is a function of tier and quality history, so a number has to be warmed deliberately over weeks rather than scaled the moment budget is approved. Replies inside the 24-hour customer service window are not capped by the tier — only business-initiated conversations are.
