Can multiple users use one WhatsApp Business number? App vs API (2026)
Yes, but how many depends on which WhatsApp you use. The free WhatsApp Business app runs on one phone plus up to four linked devices, all sharing one login. For a real team — separate logins, assignment, and no two people answering the same customer — you need the WhatsApp Business API with a shared inbox. Meta puts no limit on API agents; the provider's seat pricing does. BotPulsar includes unlimited agents on every plan from ₹300/month.
WhatsApp Business app vs API for a team
There are two WhatsApp products for businesses, and they answer the multiple-users question very differently. The WhatsApp Business app is a phone app that a few people can share. The WhatsApp Business API (Meta calls it the WhatsApp Business Platform) has no screen of its own: you use it through a provider's shared inbox, and that is what makes it work for a team.
| WhatsApp Business app | WhatsApp Business API + shared inbox | |
|---|---|---|
| Who can reply | One phone plus up to 4 linked devices | Any number of agents; Meta sets no cap |
| Logins | One shared account | A separate login per agent |
| Who replied | Not recorded | Every reply attributed to an agent |
| Assignment and queues | No | Yes, with collision control |
| Automation | Greeting, away and quick replies | Chatbots, workflows, AI agents, API |
| Bulk messages | Broadcast lists to contacts who saved your number | Approved templates to opted-in contacts |
| Cost | Free | Meta per-message charges + provider fee (BotPulsar from ₹300/month) |
What the WhatsApp Business app allows
The app lives on one primary phone. You can link up to four more devices — WhatsApp Web, the desktop app or another phone — and each of them can read and send messages at the same time. For a shop owner and one or two helpers, that is often enough, and it costs nothing.
The limits show up as soon as the team grows. Everyone is logged in as the business, so there is no record of who said what. There is no way to assign a chat to one person, so two people answer the same customer or, more often, nobody does because everyone assumes someone else will. Linked devices also log out after a period of inactivity on the primary phone, which is fragile for a shared support desk.
How multiple agents work on the WhatsApp Business API
On the API, the number is not tied to a phone at all. Messages arrive at your provider's servers through Meta's Cloud API and land in a shared team inbox. Each agent logs in with their own account, sees the conversations assigned to them or their team, and replies from their own browser or phone.
That is what makes 5, 20 or 50 people on one number manageable. Conversations are assigned to one owner, teams and queues route sales chats away from support chats, internal notes and @mentions let agents coordinate without the customer seeing it, and SLA timers flag a chat that has waited too long. A chatbot or AI agent can answer routine questions first and hand over to a person when needed.
How to set up one WhatsApp number for your whole team
1. Choose the number. Use a number that is not active on the regular WhatsApp app, or check whether Meta offers Coexistence for your existing Business app number so you can keep the app on it.
2. Connect it to the API through Meta Embedded Signup inside your provider. The WhatsApp Business Account is created in your own Meta Business Manager, so the number stays yours if you change provider.
3. Invite your team. Add each agent by email, put them into teams such as Sales and Support, and set business hours and an away message for after-hours chats.
4. Decide how chats are assigned: round-robin within a team, by keyword or by the button a customer taps in a welcome menu.
5. Add saved replies for common questions and, if volume is high, a simple chatbot that collects the customer's name and query before an agent picks the chat up.
What 5, 10 and 20 agents cost on each provider
Meta does not charge per agent, but many providers do, and it is the number that moves most as a team grows. The table shows the monthly platform fee for each team size at list prices, using the cheapest published combination of plan and extra seats.
List prices from each vendor's own pricing page, checked on 15 October 2026. Billing terms differ — the label says when a price needs quarterly or yearly payment. US-dollar prices are converted at ₹88 to the dollar. Figures exclude 18% GST and Meta's per-message charges, which are the same whichever provider you use unless the provider adds a markup. The Kommo row assumes every listed agent needs a full paid CRM seat; Kommo also permits limited-rights free users in specifically shared client profiles. Check the vendor's site before you commit.

Frequently asked questions
Can two people use the same WhatsApp Business number at the same time?
Yes. On the WhatsApp Business app, the phone and up to four linked devices can all send and receive at once, but they share one account and nobody can see who replied. On the WhatsApp Business API, any number of agents can work the same number, each with their own login, through a shared inbox.
How many devices can I link to the WhatsApp Business app?
One primary phone plus up to four linked devices such as WhatsApp Web or the desktop app. Meta sets this limit and can change it; the app's Linked devices screen shows the current figure for your account.
Is there a limit on agents on the WhatsApp Business API?
Meta does not limit how many people reply through the API. The limit comes from your provider: some charge per seat or cap users per plan. BotPulsar includes unlimited team members on every plan.
How much does a 10-agent WhatsApp team cost in India?
On BotPulsar Growth it is ₹999/month for the whole team, because seats are not charged. At list prices, the same 10 agents cost about ≈₹22,000 on Kommo and ≈₹12,232 on Respond.io. Meta's per-message charges and 18% GST are extra on every provider.
Do I lose my WhatsApp Business app chats when I move to the API?
Past app chats do not move into an API inbox. If Meta finds your number eligible for Coexistence, you can keep using the Business app on the same number while your team works in BotPulsar. Otherwise, export any chats you need from the app before you migrate the number.
Can each agent have their own login?
Yes. Each team member is invited by email with their own account, and every reply is attributed to the person who sent it. The Business plan adds SSO and granular role-based access.
How do agents avoid replying to the same customer twice?
Assign each conversation to one owner. BotPulsar also shows live presence and typing indicators, so an agent can see that a colleague is already viewing or drafting a reply before they send one.
Can one team handle several WhatsApp numbers?
Yes. BotPulsar Pro connects up to five numbers to one workspace and Business is unlimited, each number with its own queues, campaigns and automations, worked by the same team.
